HAKOM is national regulatory body for performing regulatory and other activities in the field of electronic communications, postal and railway services. The headquarters are in Zagreb, and the scope of activities is defined by the Electronic Communications Act, which entered into force in 2008, and a special law regulating the field of postal services. HAKOM is an independent and non-profit legal entity with public authority. The mission is to regulate the market of electronic communications as well as postal and railway services in the interest of consumers, ie. service users. The core values are transparency, independence and reliability.
